Workforce Training Funding Resources
The Kentucky Workforce Investment Network System (KY WINS) assists
employers with developing high-performance organizations and helps workers gain
world-class, transferable skills. Services include instructional services, employee
assessment and testing, curriculum development, consulting and job profiling. Businesses
that participate in KY WINS benefit from state-of-the-art training under a modest
cost-sharing arrangement.

Lincoln Trail Area Development District - Administers funds from the Workforce
Investment Act (WIA) that provide for development of on-the-job training agreements
with employers who agree to hire WIA clients with the intention of retaining them as a
regular employee after completion of training. Reimbursement of up to 50 percent of
actual wages is made to compensate for the extraordinary employee training costs. The
WIA program also provides for implementation of customized training that focuses on
upgrading or retraining workers to meet the demands of the changing workplace. The
program will pay up to 50 percent of the cost of training. The Area Development
District administers the Revolving Loan Fund, established through a grant from the
Economic Development Administration. Its primary objective is private sector job
creation and expansion in industrial, commercial, service and tourism ventures.

Kentucky Farm Worker Program - Provides funds for development of on-the-job
training contracts with employers who agree to hire an eligible farm worker with the
intention of retaining them as a regular employee after completion of training.
Reimbursement of up to 50 percent of actual wages is made to compensate for the
extraordinary employee training costs. The program also offers try-out employment for
farm worker clients age 14-21 for a short term, compensating 100 percent of the
employee's wages.
