Workforce Investment Act Program

The purpose of this federal law is to provide employment and training services through a one-stop system in order to increase employment, retention and earnings of participants and increase occupational skill attainment by participants and, as a result, improve the quality of the workforce, reduce welfare dependency and enhance the productivity and competitiveness of the nation. The law also emphasizes the need to provide services to the business community to help them obtain and maintain a qualified workforce.

1. Adult and Dislocated Worker Services

The Lincoln Trail Career Centers are the basic delivery system for adult and dislocated worker services. Through the Career Centers adults and dislocated workers can access a continuum of services which will assist in helping them transition into high-demand occupations.

Everyone is eligible to receive basic core services, which include labor market information, partner program information, resume writing assistance, etc. Individuals must meet eligibility requirements in order to receive more intensive services or training assistance. 


If you are interested in training you will be required to complete the Individual Employment Plan (IEP) to determine whether you are eligible for assistance. A scheduled appointment with a WIA Client Services Manager is required. You must contact a Client Services Manager at one of the four Career Centers located in Bardstown, Elizabethtown, Lebanon or Leitchfield. You may print and complete the IEP prior to your appointment.

2. Youth Services

The focus of the youth program is to provide services to 16 - 21 year olds that will connect them with quality secondary and postsecondary educational opportunities and high-growth employment opportunities.

Some of the services available to eligible youth are as follows: 


  • Tutoring, study skills training
  • Summer employment
  • Occupational skills training
  • Leadership development opportunities
  • Mentoring

Youth must meet established economically disadvantaged criteria in order to participate in the program.

If you are between the ages of 16 – 21 and think you may be eligible you must schedule an appointment with a WIA Client Services Manager at one of the four Career Centers located in Bardstown, Elizabethtown, Lebanon or Leitchfield.
